Joe has been a resident of Norwalk since the early 1960s. He attended Norwalk Public Schools and graduated from Brien McMahon High School, Class of 1967. He graduated from the University of New Haven with a Bachelor Degree in Business Administration in 1971 and has served in various positions in city government over the years. In his spare time, he enjoys playing golf, traveling abroad, going to concerts, gardening and going to different restaurants.

- Norwalk Redevelopment Agency as a Property Acquisition Officer for the Wood Burbank Project in South Norwalk, 5 years.

- South Norwalk Electric Company (SNEW) in Customer Service, Marketing, Collections, 16 years.
- Served as First Taxing District Water Department Treasurer, Commission Chairman
- City of Norwalk, Oak Hills Park as Commissioner and Authority member, and as Chairman overseeing the building of the new restaurant during my term.
- Life Member of Norwalk Sons and Daughters of Italy- Past President, 2nd Past President Trustee on the State of CT, Lodge.
